Executive Summary
This report present a brief introductory to the Iran electricity market. The key highlights
include the following:
• The total estimated wholesale cost of serving load in fiscal year was about 206,524 billion
Rials that 11,554 billion Rials increase.
• System energy totaled 302,854 GWh that 280,114 GWh was traded in spot market. Sys-
tem energy represents a 1.6 percent increase.
• Volume of import was 2,618 GWh that represents 1,285 GWh decrease.
• Volume of export was 6,313 GWh that represents 1,850 GWh decrease.
• The spot markets were generally competitive in fiscal year. However, analysis indicates
that prices were significantly in excess of competitive levels in some hours.
• Frequency control costs increased to 5,069 billion Rials in fiscal year, up from 2,858 bil-
lion Rials in 1396 and 98 billion Rials in 1395. The increase in costs was driven by chang-
ing the ancillary services rules.
