‫‪ 1‬ﻣﺮﻭﺭﻱ ﻛﻠﻲ ﺑﺮ ﺳﺎﺧﺘﺎﺭ ﺑﺎﺯﺍﺭ ﺑﺮﻕ ﺍﻳﺮﺍﻥ‬

‫ﺑﺎﺯﺍﺭ ﺑﺮﻕ ﺍﻳﺮﺍﻥ ﺑﺎ ﺍﺑﻼﻍ ﺁﻳﻴﻦ ﻧﺎﻣﻪ "ﺗﻌﻴﻴﻦ ﺭﻭﺵ‪ ،‬ﻧﺮﺥ ﻭ ﺷﺮﺍﻳﻂ ﺧﺮﻳـﺪ ﻭ ﻓـﺮﻭﺵ ﺑـﺮﻕ ﺩﺭ ﺷـﺒﻜﻪ ﺑـﺮﻕ‬
‫ﻛﺸﻮﺭ" ﺗﻮﺳﻂ ﻭﺯﻳﺮ ﻣﺤﺘﺮﻡ ﻧﻴﺮﻭ ﺩﺭ ﺗﺎﺭﻳﺦ ‪ 82/8/1‬ﺭﺍﻩﺍﻧﺪﺍﺯﻱ ﮔﺮﺩﻳﺪ‪ .‬ﺍﺯ ﻣﻬﻤﺘﺮﻳﻦ ﺩﻻﻳـﻞ ﻭ ﺍﻧﮕﻴـﺰﻩﻫـﺎﻱ‬

                     ‫ﺗﺠﺪﻳﺪ ﺳﺎﺧﺘﺎﺭ ﻭ ﺭﺍﻩﺍﻧﺪﺍﺯﻱ ﺑﺎﺯﺍﺭ ﺑﺮﻕ ﺩﺭ ﺍﻳﺮﺍﻥ ﻣﻲﺗﻮﺍﻥ ﺑﻪ ﻣﻮﺍﺭﺩ ﺫﻳﻞ ﺍﺷﺎﺭﻩ ﻧﻤﻮﺩ‪:‬‬
                                             ‫‪ -1‬ﺍﻳﺠﺎﺩ ﻓﻀﺎﻱ ﺭﻗﺎﺑﺘﻲ ﺩﺭ ﺑﺨﺸﻬﺎﻱ ﺗﻮﻟﻴﺪ ﻭ ﺗﻮﺯﻳﻊ ﺑﺮﻕ‬

                         ‫‪ -2‬ﺗﺎﻣﻴﻦ ﻣﻨﺎﺑﻊ ﻣﻮﺭﺩ ﻧﻴﺎﺯ ﺍﺯ ﻃﺮﻳﻖ ﺣﻀﻮﺭ ﺑﺨﺶ ﻏﻴﺮ ﺩﻭﻟﺘﻲ ﺩﺭ ﺳﺮﻣﺎﻳﻪﮔﺬﺍﺭﻱ‬
                                                                     ‫‪ -3‬ﺍﻓﺰﺍﻳﺶ ﺑﻬﺮﻩﻭﺭﻱ ﺍﻗﺘﺼﺎﺩﻱ‬

                                             ‫‪ -4‬ﺷﻔﺎﻓﻴﺖ ﻫﺰﻳﻨﻪﻫﺎ ﺩﺭ ﺑﺨﺶﻫﺎﻱ ﺗﻮﻟﻴﺪ‪ ،‬ﺍﻧﺘﻘﺎﻝ ﻭ ﺗﻮﺯﻳﻊ‬

                                                         ‫‪ 2‬ﻣﺸﺨﺼﻪﻫﺎﻱ ﺑﺎﺯﺍﺭ ﺑﺮﻕ ﺍﻳﺮﺍﻥ‬

                  ‫‪ -1‬ﻣﺪﻝ ﺑﺎﺯﺍﺭ ﺩﺭ ﺑﺎﺯﺍﺭ ﺭﻭﺯ ﻓﺮﻭﺵ )ﻋﻤﺪﻩﻓﺮﻭﺷﻲ( ﺑﺮﻕ ﺍﻳﺮﺍﻥ ﺑﺎﺯﺍﺭ ﺭﻭﺯ ﻗﺒﻞ ﻣﻲﺑﺎﺷﺪ‪.‬‬
                 ‫‪ -2‬ﻣﺪﻝ ﺣﺮﺍﺝ ﺩﺭ ﺑﺎﺯﺍﺭ ﺭﻭﺯ ﻓﺮﻭﺵ )ﻋﻤﺪﻩﻓﺮﻭﺷﻲ( ﺑﺮﻕ ﺍﻳﺮﺍﻥ ﺣﺮﺍﺝ ﻳﻜﻄﺮﻓﻪ ﻣﻲﺑﺎﺷﺪ‪.‬‬
‫‪ -3‬ﭘﺮﺩﺍﺧﺖ ﺑﻪ ﻓﺮﻭﺷﻨﺪﮔﺎﻥ ﺑﺮﻣﺒﻨﺎﻱ ﭘﻴﺸﻨﻬﺎﺩ ﻗﻴﻤﺖ ﺍﻧﺮژﻱ ﺁﻥﻫﺎ ﺩﺭ ﻧﻘﻄﻪ ﻣﺮﺟﻊ )ࢊ࢏࡮ ࢙ࢇ ࢟ࢇࡼ( ﻣﻲﺑﺎﺷﺪ‪.‬‬

                                                     ‫‪ -4‬ﺑﺎﺯﺍﺭ ﺑﺮﻕ ﺍﻳﺮﺍﻥ ﺑﺎﺯﺍﺭ ﻋﻤﺪﻩﻓﺮﻭﺷﻲ ﻣﻲﺑﺎﺷﺪ‪.‬‬
               ‫‪ -5‬ﻧﺮﺥ ﺧﺮﻳﺪ ﺍﺯ ﺑﺎﺯﺍﺭ ﺑﺮﻕ ﺍﻳﺮﺍﻥ ﺑﻪ ﺷﻜﻞ ﻳﻜﻨﻮﺍﺧﺖ ﻭ ﺑﺮ ﺍﺳﺎﺱ ﻣﺘﻮﺳﻂ ﻗﻴﻤﺖ ﻣﻲﺑﺎﺷﺪ‪.‬‬

                                 ‫‪ -6‬ﭘﺮﺩﺍﺧﺖ ﺑﺎﺑﺖ ﺧﺪﻣﺎﺕ ﺍﻧﺘﻘﺎﻝ ﺑﺮ ﻣﺒﻨﺎﻱ ﺁﻣﺎﺩﮔﻲ ﻭ ﺍﻧﺮژﻱ ﻣﻲﺑﺎﺷﺪ‪.‬‬
                         ‫ﺩﺭ ﺍﺩﺍﻣﻪ ﺳﻌﻲ ﺧﻮﺍﻫﺪ ﺷﺪ ﻣﻮﺍﺭﺩ ﻳﺎﺩ ﺷﺪﻩ ﺩﺭ ﻓﻮﻕ ﺑﻪ ﺗﻔﺼﻴﻞ ﺷﺮﺡ ﺩﺍﺩﻩ ﺷﻮﻧﺪ‪.‬‬
‫ﺩﺭ ﺑﺎﺯﺍﺭ ﺭﻗﺎﺑﺘﻲ‪ ،‬ﭘﺮﺩﺍﺧﺖ ﺑﻬﺎﻱ ﺍﻧﺮژﻱ ﺑﺮﺍﺳﺎﺱ ﭘﻴﺸﻨﻬﺎﺩ ﻓﺮﻭﺷﻨﺪﮔﺎﻥ ﺑﺎﺯﺍﺭ ﺑﺮﻕ ﻣﻲﺑﺎﺷﺪ‪ .‬ﻛﻪ ﻓﺮﻭﺷـﻨﺪﮔﺎﻥ‬
‫ﭘﻴﺸﻨﻬﺎﺩ ﻣﺮﺑﻮﻁ ﺑﻪ ﺍﻧﺮژﻱ ﺧﻮﺩ ﺭﺍ ﺑﻪ ﺻﻮﺭﺕ ﭘﻠﻪﺍﻱ ﺑﻪ ﺑﺎﺯﺍﺭ ﺑﺮﻕ ﺍﺭﺳﺎﻝ ﻣﻲﻧﻤﺎﻳﻨﺪ ﻭ ﻭﺍﺣﺪ ﺍﺟﺮﺍﻱ ﺑﺎﺯﺍﺭ ﺑﺮ‬
‫ﺍﺳﺎﺱ ﭘﻴﺶﺑﻴﻨﻲ ﻧﻴﺎﺯ ﻣﺼﺮﻑ ﻛﻞ ﺧﺮﻳﺪﺍﺭﺍﻥ ﺍﺯ ﻛﻤﺘﺮﻳﻦ ﻗﻴﻤﺖ ﭘﻴﺸﻨﻬﺎﺩﻱ ﺍﻧﺮژﻱ ﺍﻗـﺪﺍﻡ ﺑـﻪ ﺧﺮﻳـﺪ ﻣﻴـﺰﺍﻥ‬

‫ﺣﺎﺿﺮ ﻓﺮﻭﺷﻨﺪﮔﺎﻥ ﺑﺮﻕ ﺷﺎﻣﻞ ﺷﺮﻛﺘﻬﺎﻱ ﺑﺮﻕ‪/‬ﺁﺏ ﻣﻨﻄﻘﻪﺍﻱ‪ ،‬ﺷـﺮﻛﺖ ﺗـﻮﺍﻧﻴﺮ ﻭ ﻧﻴﺮﻭﮔﺎﻫﻬـﺎﻱ ﺧﺼﻮﺻـﻲ‬
‫ﻣﻲﺑﺎﺷﻨﺪ‪ .‬ﺍﺯ ﺳﻮﻱ ﺩﻳﮕﺮ ﺷﺮﻛﺘﻬﺎﻱ ﺗﻮﺯﻳﻊ ﺩﺭ ﺑﺎﺯﺍﺭ ﺑﺮﻕ ﻧﻘﺶ ﺧﺮﻳﺪﺍﺭ ﺭﺍ ﻋﻬﺪﻩﺩﺍﺭ ﻣﻲﺑﺎﺷﻨﺪ‪ .‬ﺷﺮﻛﺘﻬﺎﻱ ﺑﺮﻕ‬
