11. Total Cost of Load Serving in Details
The cost of load serving includes four main terms: the cost of imported energy,
transmission usage cost, ancillary services cost, and energy cost. Figure 19
illustrates the seasonal load serving costs in detail. According to the chart, in each
season, the energy cost had the highest share in the total load serving cost.
Subsequently, the transmission usage cost recorded the second highest
contribution. As expected, the total cost in summer is the highest one.

Based on the regulations, the transmission payment is calculated based on the pre-defined tar-
iffs for available capacity and also the energy passing through the transmission lines and pow-
er transformers. The tariffs are designated annually to the different transmission voltage level
(lines & transformers).

Availability is a key factor that influences the remuneration of a transmission company. As is
seen in Table 3, it has a noticeable share in the total payment to the transmission companies.
Excess payment consists of differed accounts, data loss penalties, and international electricity
transaction remunerations.
